What's new  
From Midnight on 31 December 2011 remaining functions under the Building Act 1984 will pass from the UK Government to the Welsh Ministers.

This includes powers to make Building Regulations. The functions transferred are limited under The Welsh Ministers (Transfer of Functions) (No. 2) Order 2009 (S.I. 2009/3019).

Documents and guidance that is current and in force up to 31 December and which had previously applied to England and Wales will continue to apply in Wales following transfer of powers. This includes:

  • Building Regulations; 
  • the approved documents;
  • guidance published by the Department of Communities and Local Government (DCLG); and 
  • approvals under competent persons provisions.

Registering your septic tank with The Environment Agency in Wales


What to do if your home is not connected to a public foul sewer in Wales.

If your home in Wales has a septic tank or a small sewage treatment plant, then you need to register the system with the Environment Agency or have an environmental permit. If properly managed, most of these systems do not cause problems, but if they are poorly designed, installed or managed, the discharge from them can damage the environment. Domestic wastewater can contain substances that are potentially harmful to human health and the environment.

LABC National Award Winners Prove Quality Work Pays Off

On Tuesday 2nd November 2010 two Carmarthenshire Building Control nominated projects represented Wales in the 2010 LABC (England & Wales) Building Excellence Awards in the Best Large Housing Category with Phases 4a and 5 Pentre Nicklaus Village, Machynys and in the Technical Innovation Category with Ffoslas Racecourse respectively.

Ffoslas was Highly Commended whilst Machynys Homes not only won its individual Category but also won the Supreme Award as being the 'Best of the Best'!

Owner and developer Mr Jim Anderson was absolutely delighted at winning what is classed in simple terms as the Best Building Project throughout England & Wales in 2010.

04 June 2010  LABC Technical Updates

New Approved Documents and compliance guides have been published on the Planning Portal. New revisions of Part F, Part J and Part L are available to download for free. In addition to the new APDs – which apply from 1 October 2010 – new compliance guides to support Part L and Part F have also been published.

    There are also changes to the Building Regulations Competent Persons Schemes (CPSs) and minor technical amendments to Part G of the Building Regulations.  Part G 2010 and CPS amendments took effect on 6 April 2010.  The 2010 version of the Approved Document can be downloaded here.

You will also find on the above link an explanation of the changes between the 2009 draft and the now published version of Part G 2010.


Local Authority Building Control charges

The proposed date on which it is intended that the regulations will take effect has not changed and remains 1 April 2010. The Department has consulted the LABC on the revised timetable and they are content that this will not cause any significant difficulties for local authorities.

Devolution of building regulations moves closer

An Order which transfers powers to make Building Regulations for buildings in Wales to the Welsh Ministers from 31 December 2011 has been approved. Committees of both houses of parliament approved the order in July.  Read more...

    At the recent LABC Building Excellence Awards, Andrew Scott Limited became the proud winners of the Technical Innovation category for the construction of the new 15,000 capacity rugby stadium at Llanelli. 
In overcoming competition throughout  England and Wales,  this Carmarthenshire project became the first ever South Wales winner at the annual awards held in London.  Read more...
