Supporting People Operational Plan
Carmarthenshire County Council has a statutory requirement to produce a Supporting People Operational Plan (SPOP) on an annual basis. The Welsh Government has provided detailed guidance regarding the content and format of the plan. The SPOP should include results of the Needs Mapping Exercise, strategic reviews and prioritised bids for Supporting People funding. The plan acts as a bidding document for additional funds to enable the introduction of new services to meet future needs or to fund the re-modeling of existing services to cope with changing needs.

The Supporting People Operational Plan (SPOP) 2012/13 focuses on the results of the 2010/11 Needs Mapping Exercise (NME), additional research around the different client groups and fresh consultation carried out with providers and service users. The strategic priorities for 2012/13 are consolidated in the Executive Summary, with further detail in each Supporting People client group element.
