These are the new NJC Terms and conditions from 1st April 2012.
Employees contracted under Soulbury, Youth & Community, Craft (Red Book) and JNC will be affected by some of the proposals and these will be clearly identified as you read through.
The main areas which will be affected are:
SHIFT ALLOWANCES & WEEKEND WORKING
Historic Shift payments removed and an 8% allowance will be payable to employees who work a regular pattern of at least two weekend days/shifts in every 4 weeks.
OVERTIME WORKING
Any employee who is required to work over 37 hours per week will receive pay at Time and a Half. The current bar is removed.
BANK/PUBLIC HOLIDAY WORKING
Work on bank/public holidays will be paid at Double Time.
ANNUAL LEAVE ENTITLEMENT AND EXTRA STATUTORY DAYS
The current 2 statutory days will be removed and added to annual leave entitlement which will provide more choice and flexibility to all staff over when they take this time off. This applies to all NJC employees across the Authority plus those employed under Soulbury, Youth & Community, JNC and Craft conditions of service.
ESSENTIAL CAR USER PAYMENT
Essential car user payments will be withdrawn. This will not have immediate effect for eligible employees as this will continue to be paid until 31st March 2013. This applies to all eligible employees across the Authority including those employed under Soulbury, Youth, JNC and Craft conditions of service.
MILEAGE RATES
A single mileage rate linked to HMRC rates will be introduced on implementation of single status. This is currently 45p per mile for up to 10,000 miles per year and 25p per mile thereafter.
NIGHT WORK
To qualify for night work allowances of time and a third, employees will have to work at least three waking hours between 11pm and 6am.
Unsociable Hours payments to cease.
Sleep in’ shifts will continue to receive the payment as currently and in line with payments specified in the green book.
STANDBY AND CALL OUT
Standby and call out arrangements will be standardised across the Authority. If called out, normal hourly rates for the hours worked will apply plus overtime/enhanced rates if appropriate.
TERM TIME EMPLOYEES
Summer retainer payment to cease.
A 4% allowance will be introduced for employees (usually based in schools) whose contract restricts them to term time working and where the service is unable to offer any flexibility to work outside these arrangements.
The formula for calculating annual leave etc for term time employees will be standardised across the Authority.
NJC BONUS SCHEMES
These bonus schemes and related payments will cease under a Single Status pay and grading structure.
LONG SERVICE AWARD SCHEMES
Some employees have transferred in eligibility under predecessor local authority schemes. To ensure harmonisation for all, these schemes will cease to accrue eligible service on 31st March 2013. This applies to all eligible employees across the Authority including those employed under Soulbury, Youth & Community, JNC and Craft conditions of service.
PAY FREQUENCIES
It is the Council’s intention to move all employees to four weekly or monthly payrolls as part of single status implementation.
OTHER ALLOWANCES WHICH WILL BE AFFECTED INCLUDE:
Special Class Allowance
Stoking Allowance
Lettings Allowance
Meal Allowances
Laundry Allowance
Travel to work bus fares
Most of these will be removed or are reflected in the job evaluation process.
SUPPORT FOR STAFF
The Council fully recognises the impact that this review will have on employees and will be offering discretionary compensation in recognition of the transition to a new pay and grading and terms and conditions of service. This will include cushioning the financial impact for employees whose pay reduces under single status implementation. In addition, the Council is developing a package of support for staff. Full details of this will be available over the coming months.
A full guide to these proposals will be produced and sent to everyone affected along with a letter outlining how the proposals affect you personally. This should be available from 1st September 2011.
