Dispensation Waiver Certificate 

A Waiver Certificate may be issued at the Council’s discretion allowing a specific vehicle to wait in a road or a parking place during the hours of operation of any restriction or prohibition to the contrary.

When a dispensation is required a written application must be submitted three working days in advance of the date required. 
The Waiver Certificate will give specific details of manner of parking and location.  The vehicle must be parked in a manner that creates no hazard to pedestrians or other road users, does not obstruct sight at junctions and does not obstruct access or impede free flow of traffic.
A waiver certificate may be cancelled at any time at the discretion of the Council.  Notification will be in writing.

Dispensations will not normally be given for parking at:

  • Bus Stops
  • Taxi Ranks
  • Doctors Bays
  • Disabled parking spaces
  • Loading/unloading ban
  • On pavements

  • Or visit one of the Customer Services Offices:
    • Carmarthen – Council Offices, 3 Spilman Street, Carmarthen
    • Ammanford – Council Offices, Iscennen Road, Ammanford
    • Llanelli – Council Offices, Ty Elwyn, Llanelli

The Certificate will be issued either by post; email or by fax as requested.
